Chair
Tisha Crandell
Tisha is a 30 year resident of Navajo County. Along with her husband Danny, they are local business owners. They have started and grown several business adventures through the years. Tisha graduated from BYUI with a BS degree in Public Health. They have 5 children and 7 grandchildren. Tisha is an active volunteer in her church and community.

Vice Chair
Mannie Bowler
Mannie is a Community Liaison with the Arizona Department of Environmental Quality (ADEQ) and has been with the agency for nine years. She has spent the past 25 years in community grassroots leadership in both the private and public sectors. Her passion is working towards ensuring that we have vibrant and sustainable communities for generations to come. She believes this is accomplished by providing our youth (and their families) support from cradle to career. She has a B.S. in Business and a Masters in Government Administration from Grand Canyon University.

Secretary/Treasurer
Jennifer Edwards
Jennifer is a dedicated professional with a passion for helping young people thrive. Growing up in Tucson, she’s been a Holbrook resident for over 20 years. After being a stay-at-home mom homeschooling her three children, she launched a successful second career as a Financial Planner. She spent 8 years as the Lead Financial Mentor for the nonprofit, 3rd Decade, guiding over 500 young adults toward financial confidence and independence. She is now self-employed looking to grow a consulting business. Outside of work, she enjoys travel, music, hiking, crafting, gardening, and spending time with family and friends.

Ray Ann Terry
Ray Ann Terry is a seasoned school counselor with over 21 years of experience in the field. A member of the Navajo Nation, she holds an undergraduate degree in Public Relations and a Master's degree in Counseling and Educational Leadership. Originating from Wide Ruins, Arizona, Ms. Terry has dedicated her career to serving various educational institutions, including the Rough Rock Community School, Navajo Housing Authority, and several schools on the Navajo Reservation, such as Chinle and Ganado. Currently, she is employed by Holbrook Unified School District.
During her tenure at Ganado, Ms. Terry served as the Federal Programs Director for five years, where she was instrumental in grant writing and program development. Her counseling experience spans from elementary to high school, demonstrating her commitment to supporting students at all educational levels. In addition to her counseling roles, she has contributed to the community through an eleven-year board membership with Sage Memorial Hospital.
Ray Ann Terry’s extensive background and diverse skill set reflect her passion for education and advocacy within the Navajo community.

Larry Bushman
Larry has owned and operated an automotive repair business in Joseph City for the past 10 years. Larry obtained an associate degree from Eastern Arizona College in Automotive Technology and continues to pursue training and certifications to further his career path. Growing up in Northern Arizona, Larry understands the need for economic growth and development. He served a 2-year term as President of the Joseph City Chamber of Commerce and is still active in trying to help others pursue business interests and opportunities.
